Preface

In 2011, I began spending time in Washington, DC, working with Crowell & Moring on a World Bank arbitration case representing my company. One day, while out for lunch with a few attorneys, I saw a homeless person with a broken arm. Concerned, I went outside and asked him what had happened. He told me he had been attacked at night, explaining that such attacks on the homeless were becoming common, a cruel sport for some. 

Even today, I remember the fury I felt, unable to digest the fact that people could do this to others. Homeless people are our people; they are Americans. I hugged him and reassured him that God would take care of him, as He does for all Americans. When I turned around, I noticed the looks of surprise from my people around me, questioning how a suited-up man could be hugging a homeless person in the heart of Georgetown. That night, I woke up around 3 am, worrying about the folks outside. I went out and walked the streets of Georgetown, close to the US Treasury, at the heart of DC. After about 10 minutes, I found a group of homeless individuals sleeping, around 8-9 of them. I stayed nearby without disturbing them for close to two hours. I was prepared to defend them, if necessary, even if it meant ending up in the hospital. Sometimes, protecting the innocent outweighs the consequences. This belief is a fundamental pillar of being a true American, a conviction that has guided me in my 30 years of geopolitical work being an American by heart myself. This routine continued for 10-12 days, becoming increasingly challenging. Working with the legal team during the day and patrolling the streets at night left me with little sleep. Law enforcement took notice, and I remember explaining my nightly activities to them. During this period, the idea of finding a solution began to take root. 

Over the years, whenever I was in the US, I engaged with homeless individuals, gaining valuable insights into their needs and how we can help them. I am now writing a comprehensive book on how America can address the issue of homelessness, detailing the challenges and hardships involved. Some of my proposals may seem odd or massive, but I am inspired by the great work of the US Army Corps of Engineers and the remarkable structures they have built. The US Military, ranked 19th globally in 1939, became Number 1 in just six years. I firmly believe in the American Dream and its ability to create miracles when pushed to the brink. This belief has allowed the world to enjoy a continuous period of peace and prosperity for nearly 80 years. 

Introduction

 In a world grappling with the persistent challenge of homelessness, a transformative vision emerges—one that transcends temporary solutions and embraces a holistic approach to rebuilding lives and communities. The book that I am writing; this comprehensive blueprint, meticulously crafted through extensive research and real-world case studies, offers a revolutionary path towards eradicating homelessness by creating self-sustaining industrial towns. These innovative communities not only provide shelter but also foster economic empowerment, social integration, and personal growth, paving the way for a brighter future for those affected by this pervasive issue.

 The concept of industrial towns is deeply rooted in history, drawing inspiration from successful examples during the Industrial Revolution. Cities like Manchester in the United Kingdom and Lowell in the United States demonstrated the power of integrating housing and employment within a single, well-structured locale. These pioneering communities not only addressed the housing needs of their time but also fostered economic growth and social cohesion, laying the foundation for the modern vision of self-sustaining industrial towns. 

Addressing Contemporary Challenges

 In today's rapidly evolving landscape, homelessness remains a pressing concern, exacerbated by factors such as economic hardships, social injustices, mental health struggles, and domestic violence. Traditional approaches, while well-intentioned, have often fallen short of providing comprehensive and lasting solutions. By learning from the past and adapting to modern realities, the proposed industrial town model offers a sustainable and holistic approach to tackling this multifaceted issue.

 At the core of this visionary blueprint lies a comprehensive strategy that seamlessly intertwines housing, employment opportunities, and essential support services. By creating self-sustaining communities, residents are empowered to rebuild their lives, achieve financial stability, and regain a sense of purpose and belonging.

 The residential zones within these industrial towns prioritize the development of diverse housing models, catering to the unique needs of individuals and families. From single-occupancy units to multi-bedroom dwellings, the housing options are designed to accommodate various family sizes and individual circumstances, ensuring a comfortable and secure living environment for all.

 Strategically located industrial parks form the economic backbone of these communities, offering a wide range of job opportunities across various industries. From skilled labor positions to entry-level roles, post rehabilitation and training, residents will have access to a diverse array of employment prospects, fostering financial independence and personal growth.

By addressing this fundamental need, residents can focus on their personal and professional development without the burden of food insecurity.

 Collaborating with local trade schools, community colleges, and industry partners, these industrial towns offer comprehensive academic and vocational training programs. Internships, job placements, and on-site training opportunities equip residents with the skills and knowledge necessary to thrive in their chosen careers, fostering long-term economic stability.

By integrating advanced technology with urban planning, Songdo boasts cutting-edge infrastructure, green spaces, and efficient waste management systems, demonstrating the potential for harmonizing innovation and environmental stewardship. 

Hüttendorf, Switzerland: Post-WWII Reconstruction

 The post-World War II development of Hüttendorf, Switzerland, provides a historical example of successfully mitigating housing shortages and unemployment through comprehensive planning and community engagement. By focusing on core industries and essential community services, Hüttendorf highlights the importance of a holistic approach to addressing societal challenges. 

Kalundborg, Denmark: Eco-Industrial Park

 Kalundborg's eco-industrial park exemplifies the principles of industrial symbiosis, where the waste byproducts of one company become valuable resources for another. This model demonstrates the potential for cost savings, reduced environmental impact, and sustainable resource management within industrial communities. 

Zero Taxpayer Recourse

 The current expenditure on homelessness in the United States is substantial, involving various sectors including federal, state, and local governments, as well as charities, foundations, and the private sector. Annually, the federal government allocates approximately $6 billion towards homelessness programs, including funding for emergency shelters, supportive housing, and services through the Department of Housing and Urban Development (HUD) and other agencies. State and local governments also contribute significantly, with combined spending reaching upwards of $4 billion annually to address homelessness in their regions. Charities and foundations play a critical role, contributing an estimated $2 billion each year through grants, donations, and direct service provision. 

The private sector, through corporate social responsibility initiatives and individual philanthropy, adds another $1 billion to this total. In sum, the US spends over $13 billion annually across these various entities to combat homelessness, underscoring the immense financial effort required to address this ongoing crisis. The proposed solution for addressing homelessness through the development of self-sustaining industrial towns ensures zero taxpayer recourse by leveraging innovative funding mechanisms and robust economic models. A cornerstone of this approach is the global visa application program, which is anticipated to attract around 100 million applicants each paying a $200 fee. This program is projected to generate a substantial $20 billion budget, which will be strategically allocated towards the development, maintenance, and operational costs of these communities. This significant influx of capital provides a strong financial foundation that supports the construction of essential infrastructure, such as housing, industrial facilities, healthcare centers, educational institutions, and recreational spaces, without relying on taxpayer dollars. Furthermore, the visa program is designed to attract a diverse and skilled workforce, which not only finances the initiative but also bolsters the labor market, enhances the cultural fabric of the towns, and promotes global cooperation and understanding.

In addition to the global visa program, the economic sustainability of the industrial towns is further ensured through the generation of significant revenue from the industries integrated within these communities. These towns will house a variety of industries such as manufacturing, agriculture, recycling, and green energy, which will produce goods and services that contribute to the local and national economy. The integration of industrial facilities provides ample employment opportunities for residents, thereby reducing unemployment rates and fostering economic stability within the towns. 

This economic activity will not only sustain the towns but will also stimulate local businesses, attract additional investments, and generate increased tax revenues for the broader US economy. Additionally, the industrial model promotes innovative practices such as industrial symbiosis, where waste byproducts from one industry can serve as raw materials for another, reducing costs and environmental impact.
